Race-wide Conversions:

Ship Classes:
- Carriers: 2/3 SFB Fighters, base fighters and BPV
- PF Tenders, base Interceptors, and BPV
- Heavy War Destroyers
- PFs and Interceptors: SFB to SFC rules
- X-Ships: SFB to SFC rules
- Partial X Refits Rules
- All ships that still exist at the end of Late era may qualify to get this refit!
